Position Summary

The Bureau of Patrol Operations – Lieutenant is a high-level supervisory position. The Patrol Lieutenant commands a platoon within the Bureau of Patrol Operations; and plan, implement and direct programs designed to achieve the goals and objectives of the Patrol Bureau. The Lieutenant's work involves high-level, strategic and daily supervision and/or management of a unit or division of commissioned police officers and licensed security guards. The Lieutenant manages the department’s responses to routine calls, emergencies, and other law enforcement services provided to the University. The Lieutenant evaluates the appropriateness of officer responses and reporting; designates assignments; directs needed resources; and interprets laws, ordinances, and department policies and procedures.

 

Job Description

Primary Duties & Responsibilities

 

Serves as the Watch Commander. Organizes and deploys staff assigned to the uniformed patrol forces of the Department.

  • In coordination with Patrol Sergeants, assigns personnel by time, area and workload to meet the requirements of the Division most effectively.
  • Visits at irregular and unannounced times, all units and areas under his/her command (including sub-stations), inspecting them for condition, efficiency of operation and conformity with orders and regulations.
  • Analyzes crime and incident reports to determine trends as a basis for tactical deployment, development of patrol strategies and direction of operations. The above statements are intended to describe the general nature and level of work performed by people assigned to this classification.   • Supervises and assigns the Security Officers to meet the requirements of the Department most effectively.
  • Responds to calls for service.

 

Reviews and approves all written reports submitted by Patrol Operations personnel for completeness and accuracy.

  • Reviews initial investigations to determine whether sufficient solvability factors are present to merit the assignment of the case for a follow-up investigation.
  • Forwards cases to the Director of Law Enforcement Operations for follow-up investigation with Detective Bureau.
  • Reviews CAD entries and distributes relevant information to other campus constituencies for further follow-up/action.

 

Ensures all reports and correspondence submitted by Patrol Operations are complete and accurate by reviewing all police reports, CAD reports, daily activity reports, accident reports, and other documentation for final approval. This includes meeting with the appropriate person to make necessary corrections. It also includes dissemination of records and ensuring all procedures are in compliance with the law. Person(s) in this position will also review the work of the subordinates for accuracy, consistency, and overall job performance.

 

Develop and implement community outreach programs to foster positive relationships with the community.

 

Ensures Patrol Division Officer Certification and Training.

  • Through the Training Coordinator, coordinates firearm qualifications and training of Department personnel in the use of firearms.
  • Oversees the maintenance of Department-owned firearms and supplies.
  • Ensures Officers maintain their certification by attending required Continuing Education courses.

 

Review and approves payroll records for the Bureau using the WorkDay system.

 

Completes performance evaluations on Patrol Operations Sergeants as required.

  • Ensures that Patrol Officers performance evaluations are completed and reviews for accuracy and timeliness.

 

Attends various meetings with University personnel concerning law enforcement matters or as otherwise requested by the Chief of Campus Police. Conducts regular meetings with supervisors and officers to ensure operational efficiency and to develop goals and expectations. This includes regular staff meetings, as well as, one- on-one meetings, to include coaching, counseling, and discipline-related meetings. Regular mentoring and coaching of supervisors to improve job performance and job satisfaction.

 

Maintains a high standard of professionalism of assigned personnel. Ensures policies and procedures are followed as mandated by University, State, and CALEA regulations. Ensures that unit and division functions are appropriately accomplished. Represents the Police Department at various law enforcement meetings at the state and local level.

 

Ensures other departments and key administrators within the University are provided with complete and accurate information concerning incidents related to the respective divisions. This includes making contact after working hours when needed to provide information regarding serious incidents on campus or off campus. Informs the Chief of Campus Police of daily events that occur on and off campus according to departmental policy.

 

Duties may include orientation and training of officers, inspections of officers and/or other departmental personnel on a shift or team, conducting pre-shift briefings, conducting broader reviews and audits of their respective divisions, review of all reports and investigations, activity coordination, initiation of discipline and internal investigations, conducting performances reviews, development of employees, personnel and task assignments, providing input concerning operational planning, researching and contributing to the development of agency policies and procedures, drafting and presenting documents, plans, or other operational matters, and other activities as directed by the Chief of Campus Police or their designee.

 

Position will be responsible for the completion of any special projects or other duties as assigned by the Chief of Campus Police.

 

Preferred Qualifications

  • Experience in a command position, lieutenant or above.
  • Experience with security planning for large scale events, such as athletic events, political events, commencement ceremonies or other events that arise which warrant higher-level supervisory participation or coordination.
  • Experience in the oversight of crime scene processing and crime scene management.
  • Experience with crime and data analysis; must include the tracking of crime data.
  • Excellent oral and written communication skills.
  • Strong organizational and prioritization skills.
  • Ability to work independently and with minimal supervision.
  • Excellent knowledge of Microsoft products including Word, PowerPoint and Excel.
  • Ability to relate well with other staff, administrators and external university constituencies.
  • Ability to handle sensitive, confidential information with employee personnel, budgetary records, etc.

 

Required Qualifications

 

  • Bachelor’s degree from an accredited university or college.

  • Seven years of sworn law enforcement experience.

  • Five years of the law enforcement experience in a supervisory role equivalent to a Police Sergeant or greater.

  • Currently certified as a Police Officer in a 1st Class County in Missouri.

  • Valid driver's license.

Salary Range

$73,700.00 - $125,900.00 / Annually

 

The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
