Description
Under the supervision of the Chief of Police, will assist in maintaining the department's continued and efficient operation, the enforcement of rules and regulations within the department as well as assistance with the department's relations with local citizens, local government and other related agencies. Work involves planning, budget proposals and contingency plans. When directed by the Chief of Police, will represent the department at City, civic, and other policy meetings. In the absence of the Chief of Police may assume the powers, duties and responsibilities of the Chief of Police, subject to any limitations set by the Chief.
Examples Of Duties
Develop good morale, teamwork, and encourage positive attitudes toward the department and its objectives, the performance of duties, and the public.
Direct supervisor of the five division commanders, to include completing annual performance evaluations, mentoring, leading and ensuring commanders have appropriate command and leadership training.
Review Division goals and monitor performance metrics.
Attend meetings with other City employees when requested or necessary.
Present information to the Mayor, Council Members and City Leadership as needed or directed by the Chief of Police.
Develop and Recommend departmental goals, objectives, policies, regulations and procedures based upon the needs of the City and the department, continually evaluating the effectiveness and responsiveness of the department.
Participate in the preparation and justification of the annual departmental budget and monitor departmental expenditures.
Review departmental procedures, practices and functions; make recommendations necessary to improve police operations.
Participate in staff meetings and review of personnel plans.
Respond to and take command of major incidents.
Represent the department with civic organizations, public interest groups, elected representatives, schools, etc. by attending meetings related to public safety problems and criminal justice.
Assist in the review and comment on proposed criminal or traffic ordinances.
Prepare and/or comment on relevant policy and procedure drafts.
Provide supervision to all non-standing unit commanders.
Responsible for the planning, annual update, and implementation of contingency plans for response to unusual occurrences, including man-made or natural disasters, civil disturbances, and planned events such as the July 4th Parade.
In the absence of the Chief of Police, advise the City Manager and City Council on crime trends, parking and traffic issues and policies.
Receive citizen compliments, information requests and complaints by letter, phone or in person and forward or investigate same following established policy and procedures or as directed by the Chief of Police.
Act as liaison with other departments to facilitate police department operations and community needs.
Responsible for the coordination of all grievances, file maintenance and annual review of grievances.
When required due to a line-of-duty death incident, act as department Liaison Officer and Benefits Coordinator following the procedures of G. O. 1-21.
Coordinate strategic planning & research activities.
Act as coordinator for mutual aid agreements between outside agencies and jurisdictions.
Responsible for administering the department's role in promotion processes.
Coordinates grant applications and related projects.
Perform related work as required.
Coordinates and prepares divisional budgets, recommends purchasing, and obtains consultant services following City procedures; Participates in preparation and administration of Department Fiscal Plan.

Qualifications
One year’s working experience at the rank of Captain.
Must have received an undergraduate degree from an accredited college or university.
Must have received no disciplinary action more severe than a Written Reprimand within 12 months. The period of ineligibility commences from the date discipline is issued by the Chief of Police.
Must perform regular assigned position duties at commendable to above standards.
Necessary Knowledge, Skills, and Abilities:
Knowledge of: (1) management, (2) planning, (3) employee relations, (4) public relations, (5) federal, state and city laws pertaining to public records and city criminal and traffic laws, (6) City government structure and functions, (7) City administrative manual, (8) department written directives (General Orders, etc.), (9) department structure and functions, (10) law enforcement theories, methods and procedures, (11) criminal justice system, (12) basic statistical analysis, (13) research methods and techniques and methods of report preparation, (14) criminal justice applications of automatic data processing.
