For ASML, compliance with laws and regulations is essential. The Legal & Compliance department manages the legal compliance programs including the export control program.
The job mission of this Manager Export Controls is to execute and ensure export control compliance while proactively supporting ASML and its business partners in the region (including Cymer). The position is based in San Diego, California.
The Manager Export Controls in San Diego will be a member of the Export Controls team with colleagues located in the United States, Asia and The Netherlands. The position reports to the Head of Export Control USA who reports to the Global Head of Export Control & Sanctions.
Role and responsibilities
Export Control Compliance
The export control team is responsible for the implementation and maintenance of policies and procedures to safeguard compliance with ASML's Global Sanctions & Export Control Strategy. This includes managing adherence to these policies and procedures, in order to assure compliance with dual-use export control laws and regulations of the jurisdictions to which ASML with its business dealings are subjected to.
The job holder will work on the following aspects:
- Maintain and improve Internal Compliance Plans in the region / sites in your area of responsibility. The ASML product portfolio contains hardware and software products
- Stimulate and establish good working relationships at different levels with relevant departments within ASML by giving trainings and participating in departmental meetings that contribute to increasing awareness and compliance
- Perform periodic risk assessments including reviews of the impact of new regulations
- Prepare and submit export license applications, ensure timely license reporting and engage with the licensing authorities where and when necessary
- Provide guidance to stakeholders on Entity List and Sanctioned Party List (SPL) screening and legal control related blocks in SAP GTS / Oracle
- Contribute to periodic reporting on export controls to senior management
Stakeholder Management
In order to be successful key stakeholder management will be important, both externally as well as with the company:
- Together with the team, ensure open and transparent relationships with licensing and other authorities in the jurisdictions in which ASML operates. This includes representing ASML in governmental audits.
- Establish a strong relationship with ASML employees to ensure cooperation and assistance in the successful implementation of export control-related projects.
- Provide advice on export control risks and controls/measures, and if required, will work closely with external advisors.
Consultancy
- The job holder will reach out, collaborate with and advise customers and suppliers on export control topics related to tangible and intangible exports and technology transfers; advise internal and external stakeholders on core issues of export control operations, including export classification, licensing requirements and other measures to ensure compliance.

Education and experience
- Bachelor's degree (BA, BS) required.
- MS, MA, JD or equivalent preferred.
- In-depth knowledge and experience with the U.S. Export Administration Regulations (EAR) required
- Background in and knowledge of the export control aspects of engineering and software development is key to this position;
- Minimum 7 years of relevant work experience in Export Controls within a multinational corporation.
- Experience working in a multidisciplinary environment and in multi-cultural teams

- Excellent communication skills with the ability to motivate and drive others, build relationships and influence other functional areas
- Able to cope with a multicultural, dynamic and changing and complex environment

Other Information
- This position is located on-site in San Diego.
- A flexible workplace arrangement may be available to work remotely (up to two days a week).
- Limited travel to other ASML Locations
The current base annual salary range for this role is currently:
Pay scales are determined by role, level, location and alignment with market data. Individual pay is determined through interviews and an assessment of several factors that that are unique to each candidate, including but not limited to job-related skills, relevant education and experience, certifications, abilities of the candidate and pay relative to other team members.
The Company offers employees and their families, medical, dental, vision, and basic life insurance. Employees are able to participate in the Company's 401k plan.
