Under the administrative review of the Executive Director of Student Academic Support Services, the TRIO Director serves as the project director for 2 pre-college TRIO grants, Upward Bound and Upward Bound Math-Science, serving 154 high school students who are low-income and/or first-generation college and is responsible for the year-round operations both on the KSC campus as well as in 12 school districts in New Hampshire and Vermont, including supervision of 6 full-time staff and 20 summer staff members. The TRIO Director serves as the primary contact for the U.S. Department of Education for all grants and ensures compliance with grant objectives, data, and budgets.

- Initiate the development of proposals and programs that are directed toward student success.
- Oversee academic year and summer educational interventions for all assigned programs which demonstrate proven effectiveness such that they provide optimum service that is responsive to the shifting needs of the student populations.
- Coordinate and execute Tutoring and Aspire Peer Mentoring.
- Build partnerships including target area middle and high schools in 12 school districts, campus departments, contracted vendors, and community agencies that support student referrals and enrollment and access to resources.
- Act as liaison to community and campus entities, schools and special programs.
- Work cooperatively with partners to broaden and enrich programs, secure resources for participants, and to expand and encourage community engagement.
- Represent KSC TRIO through service on various college committees and boards.
- Work collaboratively with faculty, residential life, admissions, disability service, academic and career advising, registrar, financial aid, dining services, events, library, continuing education, student services, and academic support departments.
- Develop and oversee internal and external marketing, promotional, and recruitment plans.
- Assist in the determination and delivery of appropriate media for defined target market.
- Collaborate with academic departments and Admissions office to support opportunities for other TRIO or EOP programs to visit campus and engage with departmental programs to learn about KSC services available for disadvantaged students.
Attend professional development conferences and training.
- Represent campus to state, regional, and national TRIO associations
- Serve as a liaison to Council for Opportunity in Education to remain current in legislation, policies, and practices.
- Serve in a leadership role for NE TRIO programs.
- Organizing year-round professional development for TRIO professionals that culminates with an annual conference.
Duty/Responsibility
- Serve as primary liaison to the U.S. Department of Education for all grants.
- Oversee and ensure the department complies with the campus, USNH, state, and contractor requirements, as well as federal grantor regulations.
- Oversee the recruitment and selection of Upward Bound Programs student participants.
- Supervise departments’ recordkeeping and data maintenance, including federally mandated student and project documentation.
- Maintain and monitor federally required time on effort report systems for grant-funded employees to maintain compliance with grant funding.
- Oversee Summer Feeding program grant including adherence to policies and procedures, training and educating staff and students, and record maintenance.
- Develop, implement, and evaluate departmental and program policies and procedures.
- Ensure and monitor ongoing compliance with college policies and procedures for student safety and risk and liability avoidance, including the safeguarding of minors on campus.
Duty/Responsibility
- In conjunction with the Executive Director of Student Academic Support Services, develop and approve budgets for TRIO programs and services.
- Monitor and approve program purchases via UShopNH and/or Banner in compliance with Educational Department General Administrative Regulations (EDGAR) and other applicable grant regulations.
- Coordinate Grant Aid for TRIO Aspire and Aspire -STEM participants with Director of Financial Aid.
- Provide program information and data requests in response to USNH, state, and federal audits as requested. Appropriate, track, and maintain facilities and equipment.
Duty/Responsibility
- Identify and collaborate with campus and community partners to document the need for and commitment to program services;
- Develop service frameworks informed by data and research that address each project’s mission and goals.
- Establish logic models that include formative and summative evaluation data that continually informs development and improvement of services and interventions.
- Develop budgets that ensure efficient use of financial resources to achieve program goals.
Provide oversight to implementation of grant and program evaluation plans in line with federal and state accrediting guidelines.
- Establish, direct, implement, monitor, assess, and refine long and short-term grant goals, objectives, and activities in compliance with grant proposals.
- Ensure the successful submission of (4) Annual Performance Reports to the Dept. of Education.
- Track and organize quantitative and qualitative data for the development of departmental annual reports.
- Coordinate KSC Program Reviews and author (2) TRIO department self-studies.
Duty/Responsibility
- Supervise Upward Bound Programs staff and Aspire Associate Director. Approve Kronos Leave Reports. Complete performance evaluations for personnel under direct supervision.
- Ensure the recruitment, training, and supervision of UB Programs and Links summer staff.
- Maintain and monitor federally required time on effort systems for grant-funded employees.
- Determine professional development (PD) needs of TRIO staff and develop a PD annual activity calendar. Secure PD for the internal TRIO Team as needed.
- Provide assistance to project staff in any area of operation as needed.
