Assistant Director, Homewood COI Office

Job Description

The Engineering Business Office is seeking an Assistant Director, Homewood COI Office who will work in the Homewood Conflict of Interest Office (HCOI). The HCOI is responsible for review of conflict of interest and commitment disclosures for compliance with all applicable policies and procedures that protect the Krieger School of Arts and Sciences (KSAS) and Whiting School of Engineering’s (WSE) combined multi-million dollar sponsored research funds. The HCOI develops and manages implementation of policy in the areas of individual financial interests and individual financial conflicts of interest, disclosure and professional commitment, misconduct, and research integrity.


The COI Analyst, HCOI will report to the Executive Director of the HCOI and HIRB Office and is a key partner in ensuring WSE and KSAS compliance with applicable federal regulations on individual financial interests and individual financial conflicts of interest in research. The HCOI and HIRB office is responsible for the review of faculty disclosures, preparation, review, processing, and documentation of conflict-of-interest cases, and supports the work of the Conflict Review Committee. The position will work closely with the Executive Director to implement, maintain and enhance compliance initiatives. The position has primary operational responsibility for implementation of HCOI compliance initiatives.

In addition, the position will work closely with faculty members, students, institutional leaders and staff of the University, the Office of General Counsel, Johns Hopkins Technology Ventures, Research Administration, and individuals outside the institution.

Specific Duties & Responsibilities

  • Independently review and process disclosures of outside activities and financial interests in accordance with institutional and office policy and procedures.
  • Independently identify data needed to review potential conflicts of interest and to ensure compliance with institutional policies and federal regulations.
  • Conduct compliance activities to ensure faculty understand and follow policies.
  • Work closely with Johns Hopkins University Research Administration, Technology Ventures, and Human Subjects Research (IRB), and General Counsel for complex COI cases.
  • Use Visual Compliance to screen foreign entities associated with disclosures for foreign collaborators/visitors against proscribed or restricted entity lists, those subject to sanction programs, etc.
  • Conduct supplemental research of complex disclosures; prepare resulting case write-ups and present cases to the Conflict Review Committee (CRC) for review. Assist with organizing meetings and preparing agenda for the CRC meetings.
  • Develops and updates HCOI guidelines for identification of high-risk cases and templates for management and monitoring of high-risk cases.
  • Routinely monitors approved disclosures on a regularly scheduled basis to ensure compliance with case management and conditions. Updates monitoring list.
  • Explains analysis of complex cases and recommends guidelines to department directors, faculty, investigators, and others.
  • Prepares periodic compliance reports, including conflicts of commitment, for department directors, deans, and other relevant parties.
  • Submission and tracking of FCOI reports on behalf of the institution via ERA Commons.
  • Sending and tracking safe haven notifications to lab members.
  • Confirming current COI training dates and recording them in eDisclose, as needed.
  • Initiates and compiles routine quality checks of disclosure review, database queries, and report generation.
  • Collaborates with the Executive Director in compliance implementation initiatives, including maintenance and enhancement of current compliance processes and systems.
  • Provide for-cause and routine individual and departmental training such as COI/Intellectual Property training, brown bag seminars, annually mandated student training, etc.
  • Provides email, phone, and Zoom/Teams support to faculty members regarding disclosures, policy questions and other requests as needed.
  • Attend HCOI Open Office Hours for questions and concerns pertaining to conflict of interest and commitment.
  • Explain HCOI policies and relevant regulations to faculty and staff.
  • Other duties as assigned.

  • Strong analytical reasoning skills.
  • Ability to complete complex tasks efficiently with a minimum of supervision.
  • Ability to effectively supervise other staff members, as needed.
  • Ability to test and troubleshoot electronic database systems.
  • Proficiency with Microsoft Office Suite, Outlook, Teams, and web-based research.


Minimum Qualifications
  • Master’s Degree, Law Degree, or PhD. required.
  • Minimum of three years of progressively responsible related professional experience.
  • Other advanced degree may substitute for some required experience to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Prior experience with research compliance in a higher education setting in an academic research setting. Experience in an academic medical center.
  • Knowledge of federal regulations on promoting objectivity in research.
  • Knowledge of various federal agency requirements regarding conflicts of interest and commitment.
