The Town of Youngsville is seeking an experienced Police Officer

to join its Police Department team!

Located in the beautiful piedmont region of central North Carolina and in the County of Franklin, Youngsville sits within a few hours of the coast and the beautiful Blue Ridge Mountains. We are less than a 30-minute drive from Research Triangle Park (RTP) and the RDU International Airport. With approximately 2,000 residents, our community is one of small-town character with a desire for excellence and innovation. Youngsville is projected to experience significant growth as new residents flow into the RTP region and as neighboring Wake County becomes more congested.

General Statement of Job

The purpose of this classification is to perform general law enforcement work in order to preserve public peace, protect lives, property and rights of the public, and enforce statutory law and municipal ordinances.

Specific Duties and Responsibilities

Essential Job Functions

The following duties are representative of this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Patrols town streets and neighborhoods to deter crime or apprehend and/or arrest violators or suspects who violate federal, state or town codes and laws.
  • Monitors radio calls; communicates with radio dispatcher and responds to complaints, reports of criminal events, requests for law enforcement, and domestic or public disputes; inspects troublesome areas and checks security of business establishments.
  • Secures crime scenes; gathers information in criminal investigations by interviewing victims, witnesses, informants and suspects; performs searches of people, vehicles and buildings; takes and files photographs; takes detailed confessions; prepares investigative reports of findings, facts, and related information; makes arrests and processes arrested suspects; detects and collects evidence and substances that provide the basis for probable cause for criminal acts; testifies in court.
  • Enforces traffic laws and regulations; detects traffic violators; issues parking violations; performs traffic accident investigations and makes reports; facilitates the movement of traffic and pedestrians around accidents, disabled traffic control devices, or heavily congested areas; assists disabled motorists; escorts or directs traffic for funerals and other public gatherings.
  • Performs rescue functions at accidents, emergency scenes and disaster areas.
  • Prepares, obtains, and serves arrest warrants; serves legal documents.
  • Completes and/or reviews paperwork documenting shift activities, offenses and accidents, victim and suspect statements, and other related information; completes state report documents to accurately record criminal offenses; prepares incident reports, arrest reports, and lab and property sheets; organizes and files records; enters information into computer.
  • Assists other law enforcement personnel and agencies.
  • Engages in public relations and community service activities and events to promote a positive image for the department and to build cooperative and collaborative relationships with the community; provides crime prevention/safety services to the community.
  • Assists and provides advice to citizens on civil matters; assists children in need of services; assists elderly persons; assists emergency medical services; assists crossing guards with children at schools; transports mental patients to hospitals.
  • Prepares and delivers presentations to schools, churches, HOAs and other civic groups.
  • Performs other related duties as required.

Minimum Training and Experience

Education and Experience:

  • Requires a High School Diploma and/or GED and 1 year of experience; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.

Licensure, Certification, and Specialized Training:

  • Basic Law Enforcement Training certification
  • NC Driver's License

Working Conditions and Physical Requirements:

  • Must be physically able to operate different types of equipment and machinery including office equipment, law enforcement equipment and tools, safety equipment, firearms, communications equipment, etc.
  • Must be able to exert up to 50 pounds of force occasionally, and/or frequently lift, carry, push, pull or otherwise move objects; must be able to lift and/or carry weights of up to 100 pounds, and drag items up to 150 pounds.
  • Work involves walking, standing, running, climbing, reaching, bending, stooping, kneeling, crawling, and jumping for varying periods of time.
  • Must be able to defend one's self from assault and to restrain suspects of varying weights; wears body armor and other equipment.
  • Must complete the Police Officer Physical Abilities Test (POPAT) semiannually.

Performance Indicators

Knowledge:

  • Methods, procedures and policies of the town, including town code, employee handbook, policy and procedure manuals, contracts, publications and reference texts, etc.
  • Current methods of law enforcement and established law enforcement procedures.
  • Federal, state, and local laws and policies concerning including NC General Statutes, constitutional law, NC Arrest Search and Seizure laws, NC Criminal Justice Education and Training Standards, and other codes, laws, and regulations.
  • Occupational hazards and safety precautions applicable to the police department.
  • Local geography and locations and characteristics of the various neighborhoods.
  • Functions and interrelationships of the town, state and local law enforcement agencies, and other governmental agencies.
  • Legal rights of accused persons and law enforcement officers; criminal behavior and methods of operation; and the civil process.

Skills:

  • Strong written and oral communication skills.
  • Use and maintain a variety of office equipment including calculator, computer, printer, shredder, copier, scanner, fax machine, telephone, and any other equipment as necessary to complete essential functions.
  • Use and maintain a variety of law enforcement equipment including firearms, radio, video equipment, tape recorder, police vehicle, identification kit, intoxilyzer, ASP baton, pepper spray, and radar trailer.
  • Use a variety of word processing, spreadsheet, database, or other system software, such as Microsoft Office and O365, internet search engines, etc.

Abilities:

  • Plan and develop daily, short- and long-term goals; handle multiple assignments simultaneously.
  • Produce quality work, which requires constant attention to detail.
  • Read, interpret, and apply policies, procedure, rules, regulations and other complex materials.
  • Assemble and analyze information and make written reports and documents in a clear, concise, and effective manner.
  • Establish and maintain effective working relationships, and effectively communicate with other employees, town management, contractors, business owners, and vendors; provide assistance and advice to various agencies, departments, and individuals.
  • Deal courteously, yet firmly and effectively, with the public in police situations.
  • Work with the public in a professional manner and provide information and assistance, representing the town government in a positive light at all times.
  • Effectively communicate with individuals and groups from a wide variety of educational and cultural backgrounds.
  • Perform duties and complete responsibilities work under stressful or dangerous conditions, often involving considerable personal risk or risk to others; make swift, sound, and educated decisions; react calmly and quickly in emergencies.
  • Use independent judgment and discretion in handling of emergency situations, determining procedures, maintaining standards and resolving problems.
  • Provide basic emergency medical care and first aid until the arrival of more qualified public safety personnel.
  • Respond to any situation related to the responsibilities of the job on a 24-hour day/7 day per week basis.

Other Requirements

Selection Process:

  • Candidates will be asked to complete a Police Officer Standardized Test (POST) or equivalent.
  • Candidates will be asked to complete a ride-along with a current employee.
  • Candidates will be asked to complete a panel interview before a selection board for final review and assessment.
  • Candidates will be asked to successfully complete the Police Officer Physical Abilities Test (POPAT).

This position is considered to be safety-sensitive and is subject to random drug testing.

FLSA:
This position is non-exempt under the Fair Labor Standards Act.

Pay: $49,220.83 - $73,833.04 per year
