Job Description Summary
WVNCC seeks applicants for Chief Information Officer.
As a member of the President’s Cabinet, the Chief Information Officer (CIO) serves as the principal technology leader for the College providing vision and leadership for information technology strategies and initiatives college-wide; leads the College's ongoing commitment to support and promote the strategic use of information technology to advance the overall mission of the College and to improve student success; and leads and manages the Information Technology (IT) Department, including academic and administrative computing, networking, support services, classroom and instructional technology, programming services, and telecommunications. Collaborates with college leadership to identify and address strategic priorities and to implement IT-focused initiatives building the capacity of an increasingly technology-enabled institution.
The IT Department is committed to providing the college with high-quality service through the selection, implementation, advancement, and support of technology. In collaboration with the IT team, the CIO plans, designs, coordinates and directs all operational activities in the IT Department while supervising the work of all IT Department personnel.
The CIO uses data to ensure data-driven decisions in the selection and implementation of technology solutions. The CIO oversees the development and enforcement of college IT policies and procedures plus compliance with applicable state and federal guidelines, including Graham-Leach-Bliley Act and FERPA. The CIO researches emerging IT applications and solutions that improve learning, institutional effectiveness and increase security. The CIO oversees contract negotiations with IT vendors, contractors, and service providers in collaboration with the Business Office/CFO.
Responsibilities and Duties include but are not limited to
1. Strategic Vision and Leadership:
- Provides proactive leadership and vision for the development and use of information systems, resources, and technology to further the College’s mission and support the academic, student, and administrative operations of the institution.
- Leads the organization’s strategic and tactical planning, organizational management, financial management, and project governance and manage day-to-day IT operations, including network and systems management, end-user support, and business intelligence capabilities (e.g., improved ability to measure key business metrics).
- Drives organizational innovation, seeks opportunities to define competitive differentiation and adopt leading and innovative technologies to support and challenge leadership and faculty to create an extraordinary student experience
- Leads and directs the College’s IT Department and workforce.
- Provides institution-wide leadership and direction in the management and operation of shared information services across the College
- Establishes and maintains a five-year IT Master Plan for the College that aligns with the five-year strategic plan and related long-term planning documents.
- Serves as a connector and collaborator, working with college leadership and key stakeholders to leverage technology to advance and support the mission and goals of the different units of the College.
- Supports a client-centric culture that delivers a consistently excellent client experience, where clients are defined as students, parents, faculty, staff, trustees, donors and visitors.
- Engages in ongoing proactive assessments of all current informational systems to evaluate functionality, efficiency, integrity, cost-effectiveness and integration with a view to develop long-term strategic plans for system improvements to (a) ensure continuing growth and improvement in integrating best practice technological advancements that fit the needs and requirements of the institution’s processes, and (b) facilitate acquiring adequate financial, material, and human resources to implement the strategic educational plan.
- Works with executive team members, department heads, deans, support staff and appropriate standing committees to develop and implement policies and procedures governing acquisition/procurement, configuration, operational integrity, and security of information technology systems, and connectivity/productivity tools to advance institutional effectiveness.
- Supervises the development of web components to improve the functionality and accessibility of database information to internal and external users. Web modules include a user interface to database systems that is convenient, intuitive and aesthetic while protecting both the security and the integrity of data.
- Supervises the maintenance of current information system products such that (a) requests for changes in structure or processes are evaluated for efficiency and effectiveness with a view to implement those requests that best serve the institutional processes, (b) all requests and incidents are prioritized in an equitable and timely manner, (c) incidents are corrected in a timely manner to ensure the least amount of lost time for the user, and (d) faculty, students, administrators and institutional end-users receive clear and prompt communication concerning requests, incidents, service/performance forecasts, non-performance variance reports, and follow-up assessment.
- Works closely with the Planning, Institutional Effectiveness and Research (PIER) team to promote data as an institutional asset.
- Oversees planning and response to internal and third-party audits and serves as primary IT contact for third-party audits.
- Recruits, selects, develops, supervises and evaluates a team of information technology professionals and support personnel who possess and are growing in the soft skills, technical/professional competence, communication skills, and client service orientation required to excel in support of both educational and operational effectiveness.
- Continuously develops the technical, leadership, and communications skills of the IT staff to ensure a high performing team.
- Maintains a focus on diversity and inclusion, and a culture where staff feel valued and add value.
- Ensures equitable access to technology for faculty, staff and students to facilitate teaching, learning, and research.
- Educates end users to optimize use of technology and identify opportunities for appropriate investment in IT resources and assesses the risk associated with those investments.
- Works with the executive team, and subordinates to develop an annual budget that realistically reflects planning and policy decisions and optimizes access to and reliability of educational technology, IT systems and connectivity/productivity tools.
- Facilitates procurement and monitors vendor agreements within appropriate protocols.
- Monitors monthly variance reports to ensure that the department and each of its subordinate departments operate within budget parameters.
- Ensures IT data security, risk management, disaster recovery and business continuity planning processes are in place and receives regular review for currency and adequacy.
- Researches, purchases, and implements information security-related products and services.
- Directs institutional IT security policy, operations and monitors compliance with relevant internal and local/state/federal policies, regulations, and contractual obligations.
- Conducts risk assessments, suggests mitigation controls, and audits and reports on information security incidents, activities, controls, and compliance.
- Develops, leads, and reviews information security incident response and investigation procedures and serves as liaison to local, state, and federal law enforcement and other relevant parties, including legal counsel, risk management, insurance, etc.
- Develops, administers, and audits information security awareness training programs and more advanced security training for the IT team and end users college wide.
- Coordinates with internal and external stakeholders and partners to research, evaluate, and respond to threats, incidents, and regulatory concerns
- Serves as the official Data Protection Officer (DPO) for GDPR-related inquiries and actions.
- Oversee data integrity to ensure the security of all digital assets by actively promoting a culture of compliance and information security
Qualifications and Requirements
A combination of education and experience may be considered for this position.

Knowledge, Skills and Abilities; Additional Information
- Oversight/Supervision of those providing these services: Assessment Data Management, SQL, Banner, Microsoft Office, Windows, OASIS, VOIP, Door Locks/I.D. Badges.
- Demonstrable competence in executive leadership with significant business and leadership acumen.
- Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate information security and risk-related concepts to technical and nontechnical audiences at various hierarchical levels, ranging from senior executives to technical specialists.
- Strategic leader and builder of both vision and bridges, and able to energize the appropriate teams in the organization.
- Up-to-date knowledge of methodologies and trends in both higher education and IT.
- Poise and ability to act calmly and competently in high-pressure, high-stress situations.
- Must be a critical thinker, with strong problem-solving skills, knowledge and understanding of relevant legal and regulatory requirements, such as: Federal Education Rights and Privacy Act (FERPA), Health Insurance Portability and Accountability Act (HIPAA) and Payment Card Industry/Data Security Standard (PCI).
- Excellent analytical skills, the ability to manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives.
- Project management skills: scheduling and resource management.
- A master of influencing entities and decisions in situations where no formal reporting structures exist, but achieving the desirable outcome is vital.
