Community Relations Manager

Job Description

The Department of Government, Community & Economic Partnerships (GCE) is seeking a Community Relations Manager. This position reports to the Director of Community Affairs and Engagement. The individual in this role will engage the Latino community to promote equitable access to healthcare and improve community health outcomes in alignment with the Johns Hopkins University and Medicine’s Community Health Needs Assessment priorities, including Access to Care, Chronic Disease Management and Health Education, Behavioral Health, Diabetes and Obesity, and cardiovascular disease. The manager’s outreach efforts will focus on engagement within the Johns Hopkins Hospital and Johns Hopkins Bayview Medical Center catchment areas and involve the management of public and private partnerships, providing input on proposed policies and programs, civic engagement, and engagement in the community-based grants and sponsorship processes. The position will also be responsible for working with the Community Affairs and Engagement team to plan and execute a number of signature events for the Office of Government, Community & Economic Partnerships. This will include event planning and coordination requiring evening and weekend hours.


Specific Duties & Responsibilities

  • Represents the Johns Hopkins Institutions to internal and external stakeholders.
  • Attends community organization meetings and participates in community events, actively engaging community residents and organization members as a representative of Johns Hopkins.
  • Provides summaries of community meetings within 48 hours to their supervisor. Attends an average of 1-2 community meetings and/or events per week as a representative of Johns Hopkins Institutions.
  • Builds new and strengthen existing relationships with community and faith-based organizations.
  • Coordinates the Office’s Latino engagement in Baltimore City, with a focus on the Johns Hopkins Hospital and Johns Hopkins Bayview Medical Center catchment areas.
  • Supports efforts to enhance Latino family and patient relations at Johns Hopkins Hospital and Johns Hopkins Bayview Medical Center.
  • Partners with community-based organizations serving the Latino community in alignment with Johns Hopkins University and Health System outreach.
  • Identifies key issues affecting the Latino community and engage the Government Affairs Team and other GCE colleagues in identifying necessary resources and solutions.
  • Ensures outreach to and inclusion of Latino organizations in Johns Hopkins University and Health System community grant and sponsorship opportunities.
  • Collaborates and coordinates with Johns Hopkins University and Health System leadership and staff dedicated to working on Latino engagement and health equity issues to ensure consistency of desired outcomes.
  • Coordinates with the Office’s Communications team to promote Latino engagement to internal and external audiences.
  • In coordination with the Office’s Government Affairs team, participates in government affairs outreach and engagement with State and local elected officials.
  • Supports the outreach and engagement efforts of the HopkinsLocal initiative with Latino entrepreneurs.
  • Reads and summarizes planning documents, studies and proposals relating to community activities.
  • Submits possible stories concerning community efforts and activities to other internal publications.
  • Regularly suggests and/or writes stories for publication in internal and external publications e.g. The Dome, The Hub, concerning Hopkins and community efforts.
  • Publishes brochures and other materials in collaboration with GCE at the request of management.
  • Promotes local community engagement activities.
  • Performs other duties as assigned.


Special Knowledge, Skills & Abilities

  • Spanish language fluency.
  • Must be able to establish and maintain direct relationships with the community, so as to understand the near- and long-term interests of the institution’s senior administration and other personnel institution.
  • Knowledge of program development, grants management, project management and communications.
  • Thorough understanding of community program development, fundraising, project management and communications.
  • Knowledge of standard computer applications, including MS Office.
  • Exceptional interpersonal skills with the ability to interact effectively with a broad range of people in a variety of organizational situations.
  • Must think and act as a true team player and also work independently and with limited supervision.
  • Demonstrates flexibility and manages change in ways that result in productive performance.
  • Must be able to work effectively and independently in an environment with multiple priorities.
  • Experience and demonstrated strength to design, organize, and manage short- and long-term projects.
  • A demonstrated capacity to convey complex issues to broad audiences, and the development of persuasive arguments to draw desired outcomes.
  • The use of sound judgment, and the management of sensitive and confidential information.
  • The capacity to manage competing demands in a fast-paced environment.
  • Excellent verbal and written communications, presentation, and interpersonal skills.
  • Demonstrated ability to establish effective, collaborative relationships with all levels of constituents throughout a broad range of interest groups and realize objectives in a decentralized environment.

  • This position attends meetings and events at locations of the local government and in the community, which requires use of personal vehicle and awareness of personal safety techniques. Some required activities (meetings/events) will occur in locations that are not ADA accessible.


Minimum Qualifications
  • A Bachelor’s Degree in Business in Health Administration, Project Management or related degree is required; a Master’s Degree is preferred.
  • Seven years progressively responsible related experience required.
  • Additional education may substitute for experience and additional experience may substitute for education in accordance to the JHU equivalency formula.


Preferred Qualifications
  • Spanish language fluency is required (must pass qualified bilingual staff test administered by JH Language Access Services)
  • Minimum three years related experience in community engagement.
  • Demonstrated experience in stakeholder management.
  • Demonstrated experience in event planning and management.
  • Demonstrated experience in managing community programs and projects.
  • Demonstrated experience working with the participant population, including experience working with uninsured low-income immigrants with limited English proficiency.

Starting Salary Range: $73,300 - $128,300 Annually (Commensurate with experience) 
Employee group: Full Time 
Schedule: Monday-Friday; 8:30a-5:00p
