Job Description

POSITION SUMMARY
This position exists to provide administrative support to the Procurement and Contracts Administrator/Office of Procurement. Position duties will specifically support purchasing and contract functions, which has college wide impact. This position will collaborate with the fiscal team, along with working with college personnel and vendors with regard to purchasing and contract needs. This position will have the authority to develop processes and procedures to further improve efficiencies of the purchasing and contract functions of the College. This position will develop timeline schedules, and workflows for collecting, imaging, and filing of contract documents for the College.

  • Provide administrative support for purchasing, including, but not limited to, document review and ensuring that all purchase requisitions submitted are accurate and complete, based on Community College of Aurora (CCA) guidelines and procedures and state procurement rules. 
  • Contact internal customers and/or vendors to collect missing information and provide guidance and oversight based on CCA procurement practices. 
  • Determine if purchases are valid or not; If not, determine whether a simple reminder of the process is appropriate, or if additional training may be required, or if it's of a more serious nature. 
  • Develop processes to ensure efficient and smooth operations with regard to the flow and processing of forms. 
  • Develop and maintain filing system and scanning system for Purchase Order (PO), Procurement Card (P-Card) records retention, and purchase requisition logs. 
  • Create and maintain complex spreadsheets for budget management. 
  • Provide assistance and backup to the Procurement and Contracts Administrator on creating and processing all incoming PO requests. Duties to include reviewing documents, updating PO log, receiving on POs, creating the PO in Banner, and loading processed POs into the Budget Document Management (BDM) system.  
  • Review and process all monthly P-Card packets to ensure documentation submitted is accurate and complete; Determine if P-Card charges are allowable under CCA, CCCS, and State Procurement Rules. When discrepancies are discovered, work with the P-Card holder to remedy the discrepancy. 
  • Maintain all budget ORG delegation forms; Review and ensure forms are accurate and submitted in a timely manner; Work with departments to correct errors. 
  • Develop and update complex tracking spreadsheets for ORG delegation including the removal of obsolete information. 
  • Work with the Procurement and Contracts Administrator to develop and deliver trainings on State, CCCS, and CCA Procurement rules and regulations, including P-Card rules and regulations.  
  • Serve on departmental and college-wide committees. 
  • Scan and upload purchasing documents into BDM. 
  • File and track via spreadsheet, contracts and agreements entered into by the college. 
  • Assumes other duties as assigned by the Procurement and Contracts Administrator.

MINIMUM QUALIFICATIONS: 

  • A minimum of three (3) years’ experience in a Procurement and/or Accounts Payable related environment    
  • Ability to establish and maintain effective working relationships with a wide range of constituencies 
  • Good oral and written communication skills  
  • Proficiency with Microsoft Office suite applications and Adobe Acrobat
  • Excellent organizational and time management skills 
PREFERED QUALIFICATIONS: 
  • An Associate's degree in Accounting, Finance, Business Administration, or closely related field from an accredited institution plus an additional year of professional experience in a Procurement and/or Accounts Payable related environment
  • Experience working in a higher education/community college environment 
  • Experience with Banner or other ERP System 
  • Knowledge of State of Colorado Fiscal Rules, Procurement Code, and Contracting 

Salary Range: Anticipated starting salary range is $55,000.00 annually. This salary is determined by the qualifications of the selected candidate balanced with departmental budget availability, internal salary equity considerations, and available market information. CCA offers an excellent benefit plan, including generous leave, holiday, and education benefits. Full time employees immediately upon hire earn 15 hours a month annual leave and 10 hours a month sick leave.
